Scrappy explained that Christopher Hill is the 'engine' of the deck as he can cast both Hexes and Miracles. Avarice can go look for the few strikes in the deck to get some production up and running and once Karl makes money, he is aced with the home's ability. This is very versatile, as Scrappy can search for any card he needs to deal with the situation facing him.
The other characters in the deck are replacements for the starting dudes if anything horrible happens in the first turn. Singing Feather is there to upset Ezzie and Becky deals with Dixie Rail nonsense.
With the actions, Shallow Grave supports the low number of characters in the deck if they get aced, which can then be brought back into play with the home's ability. The cheating cards are obviously to punish wanted dudes, which this deck thrives on. Eureka's Rage gives a whole new hand of spells to put on his characters.
The spells are designed to make your dudes wanted, boot them, rip out their influence, control and ace them and use Calm, Shadow Man and Cloak to prevent shootouts along the way. A very effective deck!
